Village chief defies demolition order By Wenceslao E. Mateo Jr. THE Iloilo City Task Force Anti Squatting and Illegal Structures (ASIS) will push through with the demolition of eight “squatter” homes in Lapuz district today, July 3, despite the defiance of the barangay captain. Engr. Robert Dumanil, Task Force ASIS chief, said they will seek police assistance should Punong Barangay Maricon Sumpio of Alalasan, Lapuz block the demolition. Dumanil said Sumpio told him that she will oppose the demolition “no matter what happens.” The village chief said the eight families were evicted from a private lot and they have no place for shelter. “I have accommodated them here only temporarily until they can find a place where to stay. I can’t allow them to be ejected another time without nowhere to go,” Sumpio said to Dumanil. The eight squatter homes are located in a danger zone beside a creek which was earlier vacated by 18 informal settlers. “So, why should we allow another set of squatters to occupy this area? BACOLOD City – The public went into “panic-buying” of surgical masks after it was reported that a Korean student is under observation for suspected Middle East Respiratory Syndrome-Corona Virus (MERS-CoV) infection. The Korean was admitted at the Doña Corazon Locsin Montelibano Memorial Regional Hospital

(CLMMRH) here after manifesting symptoms of the dreaded viral disease. Dr. Julius Drilon, CLMMRH chief, clarified the issue in a press conference yesterday. “There is no positive result,” he said. Villaruel THE Western Visayas Transport Coalition (WVTC) cited several problems besetting the traffic condition of Iloilo City during its meeting Thursday. The group particularly pointed to the topsy-turvy traffic in areas where the new traffic lights were installed. WVTC also raised the problems of “barkers” who snarl traffic and cause friction with drivers. Barkers are persons who cajole passengers to board public utility jeepneys in exchange for fees from the drivers. Aside from turning the streets into “mini-terminals”, the barkers’ “extortion-like” approach results in disputes with drivers, prompting the city government to ban their operations on the streets. The WVTC also called for the rationalization of loading and unloading areas and signage which also cause traffic jams. Donna Acap, head of the Iloilo City Transportation Management and Traffic Regulation Office (TMTRO), was present in the meeting. “One notable thing about this group is that they are willing to help the TMTRO in solving the transport problems in the city. Luna Street, City Proper in Iloilo City to Taft North, Mandurriao. Councillor Plaridel Nava, chairman of the City Council’s committee on transportation, pushed for the transfer of the P700-million flyover from Gen. Obesity rate in PH spirals By Louine Hope Conserva THE prevalence of overweight and obesity in the country is increasing, according to the National Nutrition Council (NNC). Dr. Nilda Baingan, NNC Development Management Officer V, said obesity rate in 1993 among Filipinos 20 years old and above was at 16 percent. It increased to 31 percent in 2013. “Women tend to get obese compared to men. This is proven by the prevalence rate of

34.4 percent for women compared to only 27 percent for men,” Baingan said during the Nutrition Month 2015 launch in Jordan, Guimaras Wednesday. The 2013 National Nutrition Result also indicated that children from well off families tend to be more overweight than poor kids. Nona Tad-y, NNC-6 Regional Nutrition Program Coordinator, said this is due to lack of physical activities on children in rich families. “We cannot achieve proper nutrition without physical ac-

tivity and vice versa. That is why we encourage the community to have physical activities,” Tad-y said. the incident based on the complaint of Phoebe Gellangarin of Cubay village, Jaro. Gellangarin claimed that her house helper identified as Donel Fungot of Roxas City, Capiz robbed their house. Investigators said Fungot could be the same house helper

who also victimized another family in Arevalo a few days ago. Jaro police said the suspect used the salisi method in robbing his victims. Salisi suspects would wait for their victims to leave the house before stealing their belongings.

Gellangarin said she immediately hired Fungot because of her graveyard work schedule. But unknown to the victim, Fungot had other things in mind. Gellangarin said she was surprised upon arriving at their house last Wednesday morning that Fungot was already missing along with her cash and valuables. New drug for heart ailment recalled By Wenceslao E. Mateo Jr. A DRUGSTORE in Iloilo City confirmed that a new drug for rheumatic heart patients was recently pulled out by distributors in Iloilo City and elsewhere in the country. The recall was triggered by complaints from clinics and patients that Zalpen (Lot No. 1057), which is a powder for injection, is hard to dilute with fluids. A hospital in City Proper, Iloilo City discovered the problems and advised patients against buying Zalpen.

A pharmacist of a drugstore store said they were told by their distributor that Zalpen may not be available until October this year. A heart doctor said she prescribed to her patients a substitute drug that can be taken orally in lieu of Zalpen. She also advised other rheumatic heart patients, who are still unaware of Zalpen’s recall to see their doctors for substitute drugs. Zalpen is manufactured by the Cathay Drug Co. Inc. which is based in Makati City, Metro Manila.

Tapalla POLICE and concerned citizens arrested a suspected burglar in Jaro, Iloilo City Wednesday evening. “Gilbert” (not his real name) of Tangub City, Misamis Occidental was caught in the act of climbing on the roof of the Delos Reyes family’s house at Fatima village in Jaro. The Jaro police said a group of men who were drinking in the area saw the suspect on the roof. The men then called the police who immediately responded in the area. Gilbert denied the accusation saying he was only trying to fix the roof. It was later learned that the suspect worked as a construction worker in one of the malls in Iloilo City. Gilbert is currently detained at the Jaro police station.

A COUPLE engaged in meat business were robbed at gunpoint by two unidentified suspects in Brgy. Bulong Oeste, Sta. Barbara, Iloilo early Thursday morning. Ananias Borromeo, Jr, 48 and wife Maria Rizza, 45 said the two suspects wore ski masks and were armed with handguns. Borromeo said he lost a sling bag containing P8,000 cash, a gold wrist watch worth P20,000, identification cards and two cellular phones. The suspects also took away the victim‘s motorcycle. Borromeo and his wife were about to leave their house for Sta. Barbara market around 5 a.m. Thursday when the robbery happened. Borromeo said the suspects declared the stickup just as they stepped out of the gate, an indication that the robbers were already waiting for the couple. The suspects hurriedly fled on board two motorcycles towards an unknown direction.

ANOTHER suspected drug pusher was arrested Wednesday evening in a police buy-bust operation at Brgy. Bakhaw, Mandurriao, Iloilo City. Bryan Lopina was cornered in his rented house after handing a sachet of suspected shabu to a police poseur buyer. The Mandurriao police said the suspect had long been the subject of various sting operations but he managed to elude them. Lopina is considered a high value target in the watchlist of the Iloilo City Anti-illegal Drug Special Operation Task Force. Police also believe that Lopina operated a suspected drug den in Bakhaw. Five sachets of suspected shabu, P300 marked money and assorted drug paraphernalia were recovered from the suspect’s backpack. The recoveries will be brought to the Iloilo City Crime Laboratory for examination while charges are being prepared against the suspect. Lopina is presently detained at the lock up cell of the Mandurriao police station. He will be charged for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

HE TITLE is a contradiction in terms. When we speak of progress, we mean moving forward or into something better, therefore positive. Most often we can see only growth without realizing the negative results of this apparent progress. We can be mesmerized at the glare of what we think is economic boom. In a book (a gift from Enrique Dy), “Why Nations Fail” authors Daron Acemoglu and James A. Robinson (2012) traced the causes for the rise and fall of nations and societies from ancient times to the end of the last century. They even touched on the present, predicting that the new booming Modesto economies will eventually collapse just like the ancient kingdoms. Though their study is global in scope, their theory of the collapse of great nations is solid and applicable to smaller societies and communities. In fact their theory is further validated by the collapse of the economy of present Greece (as it did in pre-Roman times) and possibly by Puerto Rico. The cause of the decline, fall and finally disappearance of the once flourishing nations was what the authors called “extractive institutions”. These kinds of institu-

tions “extract” or take out from where they prospered to the extent that eventually their hosts are drained of its resources. During the last 50 years of the 20th century, our life time, we call these institutions, economic and political as exploitative. They are like leeches sucking the richness of their hosts until eventually they have so suckered the best of their hosts that they kill the source of their riches. The nationalists of our time have battled against these exploitative foreigners that leave the unwary drained of their own means to develop. This 529 pages book should be good reading for leaders for two reasons: P. Sa-onoy our (1) the move to open the Philippines to foreign ownership of our natural resources; (2) the emergence free trade. Let me not suffer you with the global and even national impact of extractive economic institutions or enterprises. Let me apply the theory of Acemoglu and Robinson to our local setting because we are actually seeing and undergoing this same situation, a negative progress in our province. In fact I wrote about this sometime back. We are all singing praises to the coming into Bacolod all these megamalls and

The sprawling Bacolod-Murcia Milling Company will soon become a business and commercial hub with another one straddling at the boundary of Bacolod. Two large stores to be called City Mall are under construction, one in Mandalagan and another in Goldenfield, Singcang. What is a common denominator in all these enterprises? Firstly, they are not from Negros and secondly, they are consumer-driven. Their intent is to take out the riches of this province and remit to their coffers. HE Philippine Coast Guard (PCG) warned against the dumping of non-biodegradable wastes like plastic, toxic wastes and other harmful substances in the ocean or any body of water in the country under its maritime jurisdiction. This warning was aired by PCG Lt. Jansen Benjamin of PCGWestern Visayas during a press conference Friday, last week, as he explained the procedures for the dumping of harmful wastes within the Philippine maritime jurisdiction. These procedures are enunciated in PCG Memorandum Circular (MC) No. 11-14, dated December 19, 2014, which carries a hefty penalty for violation thereof. The dumping regulation applies to “(1) all entities both foreign and domestic such as refineries, terminals, depots, ships, tankers, oil barges, dredgers, oil and gas explorers, power barge / plants, shipyards and other establishments wherein marine pollution may originate by dumping and discharging directly, or (2) indirectly to the sea, rivers and estuaries, and/or through outfalls and pipelines of waste and other medium within the Philippine maritime jurisdiction.” MC 11-14 defines harmful wastes (substances) as “substances which if introduced into any body of water, is likely to create hazards to human health and marine life, damage amenities or interfere with other legitimate uses of the sea.” Any request for dumping of allowable wastes in the ocean, like biodegradable or organic substances and dredged soil from shallow waterways, shall be forwarded to Wenceslao E. Mateo Jr. the nearest Coast Guard District through the Maritime Environment Protection Unit (MEPU) for approval one week prior to the scheduled date. It is also required that disposal be done specifically in accordance with the requirements for the issuance of general and special permits, and only in the areas designated by the PCG. All dumping activities shall be monitored and escorted by PCG. Lt. Benjamin identified FF Cruz as a PCG client for the dumping of their wastes in the ocean. FF Cruz Corporation is in the business of tugboat towage, dredging of waterways, cargo transport and infrastructure contract works. FF Cruz usually dumps into the ocean dredged soil, which is allowed under MC 11-14. “There are several areas for ocean dumping of wastes in the Philippines,” Lt. Benjamin informed. One the dumping sites is 25 nautical miles (NM) southwest (SW) of Naso Point in Antique. MC 11-14 cites seven more dumping points: 25 NM SW of Luzon Pt.; 25 NM SW of Siaton Pt., Negros Occidental; 25 NM SW of Batorampon, Zamboanga del Norte; 25 NM SE of Puerto Princesa; 25 NM SW of Lubang Island; 25 NM SW of San Fernando, La Union; and 25 NM SW Cape of San Agustin, Davao del Sur. MC 11-14 prescribes the fees for dumping wastes in the ocean. For the issuance of Dumping Permit, the fee is P3,000 per trip (for every minimum of 1000 metric tons or MT of waste). An additional fee of P10 per metric ton will be charged in excess of 1,000MT. Fees are subject to 10% increase per year. The permit issued shall be valid for one voyage only. Violation of any of the provisions under Section VI of MC 11-14 shall be subject to an administrative fine of no less than P100,000 but not more than P500,000 for every day during which such violation or default continues. LESSED Mother Teresa of Calcutta may be canonized next year, forecasts a top Catholic Church authority. Hold it, cautioned a Vatican spokesman. That’s just a hypothesis—for now. Early this month Italy’s newspaper Corriere della Sera reported the Pontifical Council for Promoting New Evangelization president as saying that Teresa—the 1979 Nobel Peace Prize laureate—will be enrolled in the calendar of saints on Sept. 4, 2016. But the Vatican spokesman, Fr. Federico Lombardi, doused Archbishop Salvatore Fisichella’s claim. It’s “a working hypothesis, the [sainthood] process is ongoing, so it’s premature to talk of a date for the canonization.” After getting permission to leave her teaching order in Calcutta, Teresa started to work, single-handed, with the poorest. She organized the Missionaries of Charity (MC) which today counts 4,501 nuns. That does not count MC priests and brothers. Here, MC homes are scattered from Tondo, Cebu and Davao to Aklan. They also work in 132 other nations. In 1962, the Philippines’ Ramon Magsaysay Award Foundation elected Teresa to receive its award for International Understanding. “The Trustees recognize her merciful cognizance of the abject poor … in whose service she led a new congregation.” Mother Teresa responded: “I am happy to join you in thanking God to have given our world, torn with suffering, a man like Ramon Magsaysay, who served his people so well. “This award which is given to me and through me to the young Congregation, to the countless benefactors and to our poor will be a new source of encouragement to serve the poor as Ramon Magsaysay did… “Our Congregation is dedicated to serve Christ in His distressing disguise of penury. Therefore our homes for the dying, … crippled unwanted children, lepers, our slum schools, all come from that Source and aim, to give wholehearted service to the poor…” To some critics, however, Teresa is no saint, wrote the Washington Post. Back in the early 1990s, the Hindu nationalist group Rashtriya Swayamsevak Sangh, for example, criticized the intentions behind her work: to convert beneficiaries. Mohan Bhagwat’s comments whipped up a storm among opposition politicians angered by the implication. Congress party officials led by Rajiv Shukla demanded an apology. Bhagwat found “an unlikely ally” in the devoutly atheist Christopher Hitchens. The late British became one of the most vocal critics of Teresa in 1994. Can a lousy sex life be a ground for annulment?

I

N THIS installment, we answer a question sent by an interested reader: Can a lousy sex life be a ground for annulment of marriage? It depends. If the cause is poor technique due to mere inexperience or lack of adequate instruction, it cannot be a ground to dissolve the marriage. Technique can be learned, and even the uninitiated learns fast enough if the desire to improve is present and the chosen instruction material is at least partly scientific and not merely prurient. If the cause is some physical disability that merely makes satisfactory sex difficult (but not impossible), it also cannot be a ground to dissolve the marriage. Physical disabilities are readily observable, especially for lovers since they presumably only have eyes for each other. If they proceed with the marriage anyway, they accept the disability and signify their willingness to work around it. But if a spouse is utterly physically incapable of consummating the marriage and such incapacity appears to be incurable, the marriage may be annulled. If the cause of sexual dissatisfaction is penis length or girth (too much or too little), or vagin* size (too big or too small), there is no ground to dissolve the marriage as long the size of the organ still allows normal intercourse. In a case decided in 1997, after medical examination, the husband was found to have a penis that lengthened to only about 3 inches during excitement, but the Supreme Court did not dissolve the marriage on that ground. The Court instead found psychological incapacity with the wife because she consistently refused to have sex with her husband. That case was strange on some levels because it was in fact the wife who filed the petition to dissolve her marriage claiming that her husband was impotent and a closet hom*osexual because he never showed her his penis. She also claimed she had observed her husband using an eyebrow pencil and sometimes his mother’s cleansing cream. While the husband admitted they’ve had no sexual relations at all, he claimed this was because his wife always avoided him. He also claimed the one time he forced her to have sex, he did not continue because she was shaking and said she did not like it. The Court, commendably finding nothing wrong with a husband with a 3-inch penis (and who uses an eyebrow pencil), ruled that the wife’s senseless and protracted refusal to have marital relations is equivalent to psychological incapacity, since one of the essential marital obligations is to procreate children. Lone bidder qualifies for bulk water project

Gemora said Mactan Rock, with partners TUBIG Pilipinas Group, Inc. and TGV Builders, met the technical, legal, and financial requirements of the project. It offered to supply water for Baciwa at P8.85 per cubic meter – P1.15 lower than Baciwa’s set price of P10 per cubic meter. The Injection Point 1 will generate

The annual fun run is also in honor of the feast day of St. Ignatius of Loyola, the founder of the Jesuit Order who put up the

Ateneo system. AdI-SMCS has been holding the Big Blue Run for four years but this year’s edition is the first time to coincide with St. Ignatius’ feast day. AdI-SMCS students and alumni along with their families and friends are expected to join the run. NFA steps up rice monitoring BACOLOD City – The National Food Authority (NFA) yesterday inspected major markets here to ensure there is no fake rice sold here. NFA Provincial Director Procopio Trabajo II, his deputy Jobe Chua and other officials visited Burgos Market, Central Market and Libertad Market per NFA Central Office order in the wake of “fake rice” scare.

Trabajo said the inspection is nationwide. All licensed rice stores will be inspected, including malls, he added. Fake rice was first reported in Davao City. A complainant said the fake rice’s texture is like that of Styrofoam. Trabajo said fake rice is real and a laboratory test from samples in Davao is being done in Manila to determine its content

He said his office has not received reports of synthetic rice in market. It is unlikely the fake rice will enter Negros Occidental as the province’s rice supply is abundant, he said. He urged the public to report suspicions of fake rice to 0906-436-3133. He said NFA will meet with rice dealers to prevent the entry of fake rice in the local market. (PIA6)

PH economic managers boast of PH’s growth FRANCISCO – The administration of President Benigno Aquino III may be facing criticisms from the camp of Vice President Jejomar Binay following his resignation from the cabinet. But Aquino’s economic managers say they are not affected. They say Aquino will leave the presidency next year with the strongest economic growth in two decades. “I am sure that when President Aquino turns over to the next president, he can look the next president in the eye and be proud that he’s turning over the Philippines in a better situation than when he took over,” said Finance Secretary Cesar Purisima. The Philippine economic managers are in the US to brief audiences on the gains of the Aquino administration on its final year in office.

Purisima boasted about the strong economic growth numbers of the Philippines which have not been seen since the 80s: a 6.3 percent average growth in the last 5 years; above investment grade rating from international credit agencies; and a shrinking foreign debt to GDP ratio. But Trade Secretary Gregory Domingo admits the economy needs to perform well for the rest of the year to meet the country’s above 7 percent target. Philippine growth slowed to 5.2 percent in the 1st quarter of this year, the slowest in 3 years because of lower exports and lower government spending on infrastructure. “I was surprised by those low numbers in the first quarter to be frank, because all indications from my perspective are very positive,” said Domingo.

But the economic managers are remaining optimistic with bright spots in manufacturing, business outsourcing and public-private partnerships. In his speeches these days, President Aquino reminds people to choose the country’s next leader wisely. His economic managers echo the sentiment, saying they are less concerned about criticisms from the likes of Vice President Binay. “To continue reforms, you will need political capital and that’s the key to the president’s success. Stricter Occupational Safety law pushed LAWMAKERS are pushing for a stricter Occupational Safety law to avert industrial accidents like the tragic Kentex factory fire that killed 72 workers. Davao City Rep. Karlo Alexei Nograles said the House Committee on Labor completed the draft of the proposed Occupation Safety and Health Standards Law that imposes higher fines and stricter penalties for violators. If passed into law, employers, contractors and subcontractors are required to provide workers with a working area that is free from hazardous conditions cause or are likely to cause death, illness or physical harm. They must also give complete job safety instructions and orientations to all workers, especially to those entering the job for the first time, including those relating to the familiarization with their work environment, he said. Workers must be briefed beforehand on the hazards associated with their work, health risk involved, or to which they are exposed to while ensuring that preventive measures to eliminate or minimize the risks are undertaken including the required use only of approved

devices and equipment, he added. The law will require employers to conduct training, medical examination, and provide protective and safety devices such as personal protective equipment (PPE) and machine guards for their workers. Workers on the other hand are required to participate in ensuring compliance with occupational health and safety standards in their workplace. They are also required to use all safeguards and safety devices furnished for their protection, and shall observe instructions to prevent accidents or imminent danger situation in the workplace. “We really need to enhance the country’s occupational safety and health policies particularly with regard to industrial accident prevention, workplace improvement and accident compensation,” Nograles stressed. Nograles noted that under the present law, the Department of Labor and Employment (DOLE) enforces occupational safety and health standards through inspections and accident investigations. 25 Iloilo farmers learn Korea’s secret to success Farmers from different barangays in Badiangan, Iloilo learned the principles and strategies used by South Koreans in the early ‘70s to transform their war-torn country into an economic power house now. The successful rural modernization campaign known as Saemaul Undong (SMU) or New Community Movement was introduced to these organic farmers during the SMU Leadership Training held in Badiangan Central Elementary School July 1-3, 2015. Organized by the Philippine Saemaul Undong, the training was held in coordination with the Provincial Agriculture, Planning and Development, Cooperative, and Information and Community Affairs Offices of Iloilo. Badiangan Mayor Serafin Villa hoped that the introduction of SMU in the town could help improve the lives of farmers in the town. Badiangan, a fourth class municipality, posts an annual income of P25

million to 35 million; its economy is highly dependent to agriculture. The introduction of SMU in Badiangan aims to share the success story of South Korea and make the town a community development model in the Philippines. Saemaul Undong is a successful model of poverty eradication, attitudinal change (mental revolution), and rural modernization. In other words, it is a movement for a wealthier life. Founded by late President Park Chung-Hee, Saemaul Undong began as a modest rural program in the winter of 1970-71 and it eventually became the driving force of economic growth in Korea. In the Philippines, the movement started in Iloilo since 1990 and is presently headed by Mario Nillos, also the province’s planning and development officer. DENR-6 honors 42 LGUs, partners By Angelica L. Tapalla THE Department of Environment and Natural Resources-6 honored 42 environmental partners, including local government units during its recent Environment Month 2015 culminating activity. These partners helped DENR in their projects and greening initiatives,

including the National Greening Program. Regional Director Jim Sampulna said the recognition aims to strengthen the partnership of the agency with the LGU and other stakeholders. “By recognizing the efforts of the LGUs and the media, the DENR-6 fortifies the strong linkages among them and

made the implementation of our environmental program easier,” Sampulna said. In the same event, almost 200 newly promoted DENR personnel took their oath before Undersecretary for Field Operations Demetrio Ignacio Jr. The promotion of staff is in line with the DENR’s Rationalization Plan.

In Aklan, Kalibo got P63.4 million, Makato, P1.3 million and Lezo, P18.5 million. Victorias in Negros Occidental got P19 million.

THE Office of the Presidential Adviser on the Peace Process (OPAPP) clarified misinformation on certain provisions of the Bangsamoro Basic Law (BBL) during the BBL Forum held at Grand Hotel, June 30, 2015. Atty. Mohammad Al-Amin Julkipli of OPAPP legal team called on the Ilonggos to try understanding the BBL provisions. He denied that Bangsamoro will be an independent state separate from the Philippines. “The Bangsamoro will not be an independent state and will remain part of the territory of the Republic of the Philippines and the inhabitants will remain as Filipino citizens,” he stressed. Julkipli said a majority vote in the plebiscite is needed for a local government unit to be included in the Bangsamoro territory and not just a resolution or a petition of at least 10 percent of the registered voters in the area. With regard to the implementation of the Shari’ah Law in the Bangsamoro, it will apply to Muslims only. “The Shari’ah courts would not cover non-

Muslims as regular courts would still exist in Bangsamoro,” he said. The Supreme Court has the ultimate power of reviewing all decisions by the Shari’ah courts in the Bangsamoro as practiced now. He also clarified issues of duplication with regard to the creation of new government agencies within the Bangsamoro. The proposed Bangsamoro agencies will not supplant or derogate from or take away the constitutional powers and duties of the Constitutional Commissions and other constitutionallymandated offices, he said. Contrary to reports, the Bangsamoro government will only receive P35 billion in its first year of operation and not P75 billion as reported. He also denied that Moro Islamic Liberation Front (MILF) members will automatically replace the police in the Bangsamoro areas and that the Bangsamoro police will be independent from the PNP. “The MILF will not replace the police force in the Bangsamoro and there shall be only one police force in the country and the Bangsamoro police will be part of the PNP,” he added. THE Environmental Management Bureau-6 recognized three educational institutions as winners of the 2015 Search for Sustainable and Eco-Friendly Schools. Ara-al Elementary School in La Carlota City, Negros Occidental, Tubungan National High School in Tubungan, Iloilo and La Consolacion College in Bacolod City were named most sustainable and eco-friendly schools in the country. School representatives were awarded during the culmination of the National Environment Month celebration at SM City Events Center. Atty. Jonathan Bulos,EMB-6 regional director, cited the schools for initiatives in integrating environmental protection and preservation in curriculum, greening initiatives, and programs. “These schools have mainstreamed environmental education not just in their curriculum but also in their extra-curricular and community activities,” he said.
